The cap was not charged so the windings are probably good. I can try and measure capacitance on starter cap now that I have it disconnected.

When you say cap and power wires you mean disconnect the wires going to cap?

I'm getting 243 VAC measuring L1 to L2 (I'm assuming that's line to line) We've had pump for 2 years so I'm assuming not. Can I test the thermal cutout switch?

When I opened lid there was some condensation on leads of capacitor and plastic housing around it.

I was using AC voltage detector. No reading when Rockslide relay off in iAqualink. When I enabled Rockslide in iAqualink I could detect AC voltage. I could actually hear the relay click when enabled.
