Wood Stain In Pool

So, I work for a pool company and we have an unusual situation. A customer was staining their fence and some product blew into the pool and settled on the 1st and 2nd step. It's oil based and slick. Obviously, an enzyme won't work as it's not an organic material. My pool cleaner said that he brushed the heck out of it and it made no difference. Do any of you have any suggestions to remove this?
 
Wood stain that’s oil based is going to be tough. If the product settled and stained the plaster there’s not much you can do. Chlorine might oxidize some of it over time but it could take awhile. The other option would be to use the finest grit of wet/dry sand paper and see if polishing the plaster removes it.
