Water puddling on concrete at returns

At my Airbnb, I noticed that the concrete is wet at the return jets. When I reviewed the camera feeds, I noticed the kids were messing around with the jets and shoving pool noodles and stuff to the jets.

I had someone inspected the jet and it all seems to be in place and no signs of damage. Is it possible that they might have damage the pipe on the inside? What are some things do I need to look for before having someone break up the concrete and go deep in? If so, what should I expect a repair like this should cost in Northern CA? Just wanted to get some ideas before filing a claim.

Dang, that is annoying. Are you at the property or nearby? I would try to do some troubleshooting, starting with capping off the return and seeing if that stops the water from pooling. If that stops it and does not impact your pool circulation, then you just have to decide if you want to live with that stop-gap or if you want to go with a more invasive fix that will likely involve tearing up some of the decking.

 
I only have two returns in this pool plugging it up will probably tell me if the leak is coming from inside the pipe which is a great idea. Permanently capping it off if not an option in this case unfortunately.

I'm going to be back there this weekend so I should be able to do some more troubleshooting
