Tile grout is cracking and coming out

My pool was replastered and waterline tile redone in November of last year before I bought the house. Today, I noticed several tiles in one particular area where the grout was cracked and on one tile the grout was coming out completely.

These tiles are also have a lot of scale where the rest of the pool does not. My question is will the cracked grout leak water? Is it typically plaster behind the tile that would prevent water from leaking out? Trying to determine if I need to worry about this now or if it's not a big deal.

you are seeing this because the repair was not done correctly... It was done just to sell the house..

You are seeing effervescence from water getting behind the tile and coming out in the grout... exactly what or how it was done who knows... there is a system to doing tile in a pool and as you see in the rest of the pool when done correctly it does not do what you are seeing...

there is a system to laying tile or anything else under water or on the water line... You can pick one of the many products :)
