Tanning ledge too deep at 15"?

New poster here. Basic question is whether 15" of water is too deep for a tanning ledge and whether I can/should make contractor build up the ledge so it meets the original specs for depth.

Our pool is basically a modified half-circle with a half-circle tanning ledge in the center. I designed this and my original thought was that the ledge would come off the first step and be pretty shallow. When contractor did the steel, they had the ledge coming off the second step. I confirmed depth with the pool contractor and project manager at that time and both assured me that the ledge would be 9" of water. I decided that would be fine, but once they shot everything it became clear that the ledge would be much deeper -- roughly 15 inches.

This seems basically useless for tanning or little kids, and I also wonder whether the bubblers will even work at that depth. After a couple inquiries, the project manager went out to look and confirmed that the ledge is indeed deeper than it was supposed to be. They've offered to essentially pour new concrete over the existing ledge to build it up.

Just curious if anyone has done this? Any issues or concerns to be aware of? Also, any thoughts about just leaving it at 15"? Thanks all!

Ours is 15” and it’s perfect. Our last one is 18” and was a bit deep. That depth is great for little kids to play and for me to sit. I put an Adirondack chair there and there was just enough water covering me. I used a pool noodle under my feet . But if you wanted the ledge loungers there I think it would be too deep. I think any more shallow would be a waste though.

Mine is also 15”, by design. My preference is to be in the water even if I’m on the lounger. My kids are grown, but I also thought about being able to sit with grand kids who are playing in what is less than the shallow end, but more than the bath tub pic shows with chaise and water is in the seat.
