I have noticed some sputtering from my jets. I cleaned out pump basket and and filled it up with water and restarted and i thought I fixed it, but now a couple hours later, I am seeing the sputtering again. What should I check? Water level is good.

Do you have air in your pump basket?
Have you bled any air out of your filter, so it is full of water only?

No air in pump basket. I have bled out air from valve a few times. It hasn't fixed it. I have noticed a small bit of water from under pump. Not a lot, but just a little. See picture. Could this be related?

No picture in post. Most pumps have 2 small ports on each side of the impeller. This allows you to drain your pump basket and the impeller housing. Check to ensure those are tight. Turn off pump, Turn to left to unscrew and then turn back to the right to tighten. You could have a small air leak there which is also pushing out water.
 
Possibly low on water. If it's not 2/3 up the skimmer opening it empties the skimmer till it catches up with water in the interim it suks air or the weir door is hanging up....
Water is perfect level. I think my filter may need a cleaning. We have a cartridge filter and I haven't cleaned it this season. Opened first week of May.
 
Cavitation can introduce air before the pump - it's like a would-be leak but sucking air, or high pressure suction creating a vacuum around an obstruction in the pipe.

not sure what exactly you mean by sputtering, is it air, or poor flow, or....

I think it might be poor flow from a dirty filter. I am going to clean it tomorrow! Stay tuned.

Cleaned filter and also had guys come out to check seals on pump. They replaced them just in case, but still have water under pump and the jets are sputtering.

If they replaced the seals - then they should have investigated where the water is coming from before they disassembled pump. Did they check the impeller that it was clear and no debris trapped in it?
Did you relieve the air from the filter after cleaning?

They did look at everything. There was some minor hair in impeller but nothing crazy. Seals all looked pretty good. Could this just be condensation under the pump? I didnt think the pool pump did that- i know the heater does.
