Spa will Not Maintain Temp - 2011 Sundance Maxxus 880

I have been having some trouble over the last few months because I failed to adjust the PH down. As a result I ended up with large flaked scale in the bottom of the tub which clogged things up and i ended up with FLO errors. I remedied by emptying, scrubbing, filling, having the same problem, adding a gallon of vinegar, (on the advice of my spa repair guy), emptying scrubbing and refilling. No more FLO error.

Now, after a week of normalness, the spa hovers between 90-96 degrees when the target temp is set to 100. Even though the spa is under temp the "heating" indicator is not lit. There is no FLO error. All of the jet pumps work fine (there are three). The circulation pump works fine. I removed the filter and left it out which did not change the situation.

I read in another thread regarding a Sundance that it could be the temp sensor. This seems odd to me because for that to be true there would have to be two temp sensors. One that reports to the screen on the tub and the other to tell the heater to turn on or off. If there were only one temp sensor in the spa and it was malfunctioning then i would think the screen would report the water being at target while the actual temp of the water was under temp.

I've had the professional spa guy out 4-5 times at $$$ regarding this issue and ive lost confidence. I want if fixed. Ill pay but i need it fixed so i can go away for a week in the winter and not worry about it freezing.

Anyway... im lost. Please help.
 
update: i just opened up the panel and saw that the flo switch wide open. when i turn on the jets i do get a FLO code on the screen. as i said i did have this certified sundance tech out here to repair it about 4-5 times in the last 6 weeks. when i had the tub open i also noticed that one of the pumps that he had worked on to suck out debrei from did not have any of the nuts used to secure it to the superstructure replaced. it was just sitting on the bolts in place. the four nuts were strewn around in there. also, 4 of the 9 screws used to secure the surround to the superstructure were missing. I obviously have the wrong guy for the job.

does anyone know of a good tech in Northern NJ?
