Skimmer gasket replacement liner pool

I have to replace the skimmer gaskets on my in-ground vinyl liner concrete wall pool. While taking out the old ones, well they aren't necessarily old they were put in about a month ago when the new liner went in, but nevertheless, I see the order of materials starting from inside the pool goes like this....

Faceplate, gasket, liner, foam, duct tape, gasket, skimmer

Is the foam and duct tape supposed to be sandwiched between both gaskets? I was thinking the only item between the gaskets should be the liner itself for the best seal?

Its a long story on how I got to this point. Short version...

Pool guy tried to replace 2 broken skimmers after a new liner went in about a month ago. After the face plate was removed the liner pulled down about an inch even with the water lowered. When he tried to pull the liner up and line up all the existing holes for the screws, some of the holes stretched to the size of a dime. I didnt realize this happened until several days later when the water level was brought up and there was a leak.

I wound up cutting away the foam from the gasket area and used marine loctite polyurethane sealant under the gasket, in the holes and around the edge of the face plate. This stopped the leaking but I dont know how long that fix will last.

I was thinking maybe a better fix would be to create a large patch the size of the whole face plate using the leftover liner from the stair cut out. Slather the entire thing with glue, reattaching the face plate making new holes.

While at the pool store, I asked a builder if it was common to sandwich the foam between the liner and gasket. He said it can be done with or without the foam.

You are correct- the foam & duct tape should not be in the mix.
Although I hate you need to patch a brand new liner, your plan sounds like a winner. Be sure to use boxer adhesive.

For now it seems like the Loctite Marine sealant is holding so I picked up a dye syrine and I'll keep an eye on it.

My liner is from Merlin and it has a textured raised feel so the back side of the liner is not completely smooth which makes me a little nervous sandwiching a huge liner patch on the old liner. But then again, the sealant/glue should fill all the voids.
