Should I put in a new builder film/weed mat/just mulch?

I am slowly learning more about the pool. I am cleaning up the wild growth and checking on the irrigation pipes if they are working.

The landscaper put a builder film on the passage way next to the pool wall. For context, In Australia, builder film is a solid thick UV ressistant plastic film. It lasts for a long time.
Now I can see that it is breaking apart after many years.
My gardening knowledge tells me that it is bad for soil as it really blocks the natural cycle of water and nutrients.
Weed mat is another option to put in place of it. It is is a made of flat UV resistant plastic fibers which are woven in a mesh. The water moves through but weeds are blocked.

I personally want to cover the area with cardboards (they smother the weeds and themselves decay over a period of few years) and put a thick layer of pine bark mulch on top of them with pavers over them. I can handle the weeding as the Lilly Pilly hedge needs to be trimmed every other month anyways.

I am a bit scared of all that soil getting too soggy and pool popping up like a boat horror stories. The pool is 10 years old.

Do whatever you please over there. Using mulch and cardboard won’t make a bit of difference.
 
I could pave from my house to yours in Chewy boxes. I could pave the way back in Amazon boxes. :ROFLMAO:
