Rusty Side Wall Advice

I've never owned a pool until we purchased a house 3 years ago with a 21' AGP. Thanks to this community I have been able to get up to speed and my family has enjoyed the pool the past 3 years. Today I noticed some rusting on 1 sidewall panel of the pool. in the first picture, if I place my hand on the rusted spots, they are damp. Investigating further under our deck, I noticed that some "repairs" have been attempted and that there is a much larger rust spot on the sidewall. I also noticed on the inside of the pool that there are tiny bumps along the wall in that same area (rust flaking most likely). I haven't had any issues with losing water (just normal evaporation).

The advice I seek is what my path forward should be. Can you repair rusty walls? Or is this a worst-case situation where a new pool is the best option? Is this a ticking time bomb? I am unsure of the age of the pool, as everything came with the house, but the liner does seem brittle on the top (was thinking about getting it replaced for next season) and we just replaced the heater which was 12 years old. I would put the pool at the same age, 12 years.

I’m no expert but I’d say the pool saw its useful life. Rust is a continuous process that really can’t be abated. It’s only going to get worse and eventually fail.
 
Usually when you see rust on the outside, it's exponentially worse on the inside, especially the bottom track where all the moisture seeps to.
