Rocks rusting on my new pool deck

Hi Gang,
I just got half of my 1998 cracked pool deck replaced with brushed concrete and had pea sized rocks pressed into the surface. There was nothing wrong with the other half so I left it alone. We have been getting a lot of rain lately and the rocks are beginning to rust in about 20 different locations. Some of this may be the wire used to tie the 3/8” rebar in place where the wire tips are too close to the surface. When I checked with the installer I found out that the rocks they used are for gardens and not for pool decks according to the rock supplier. Does anyone have advice about whether I should try to seal it or should I ask them to tear it out and use the correct rocks? I am concerned that the 3000psi concrete they used will come out with a high degree of difficulty and may even break my bullnose coping. I glad to be a small piece in this great looking advice forum.
