Question about exposed rebar

We are in the process of resurfacing our pool with mini pebble. After chipping out the old surface, there are some rebar exposed (see pics)

The project manager came and told us "the pool rebar structure was just below the surface of the plaster finish, the rebar in any correctly built pool structure should be a minimum of 3 inches below any plaster surface."

Then he offers us an additional "flash pool" (his term) which is 3 inches shotcrete the entire pool. He also mentioned, without doing this, he can't honor us warranty if there is a pool rebar rust in the future.

My question is, Is this 3 inch shotcrete really necessary?

3” minimum coverage is typically required for rebar , to get a professional response I would contact a steel engineering firm for their opinion In regards to the flash coat and if would have any benefits.
The removal of the old plaster looks aggressive, possibly with pointed tips being used.
This also could have contributed to the rebar exposure.
The picture provided shows a chip out with only flat tip chisels being used.
