Pool Kit In-Wall Ladder retro install?

Does anyone know if an in-wall ladder panel like the one shown here can be retro installed, maybe during a new liner install? I have a traditional ladder that gets in the way of our solar cover and I'd love to remove that obstacle from the equation if possible.

Cut a notch in the solar cover, so it goes around the ladder.

I'm pretty sure they bolt to the wall like traditional fiberglass stairs, and become a structural part for their width. You can't change panel widths on an older steel wall pool and while you could cut concrete wall pool to bolt it in, you'd be tearing up the patio too.

Anything can be done with enough money, but it's not a simple job IMO.
