Opened pool. Initial test results after filling 8 inches of city water to bring up to skimmer level (pool specifics in sig)

Pool was balanced and slammed prior to closing in late September. Is city water causing FC to be 2.5? I also checked FC with my Taylor1000 kit (also showing FC 2-3) that comes with TF100 kit. The powder (R-870) from TF100 is from last summer that was hard and stored in my basement over winter (I shook to break apart). to use with R871 drip test. Is that the problem? Am I ready to SLAM?
