New Spa, having trouble with bromine and Ph

I am having trouble getting the bromine and Ph right in my new spa. It’s a 210 gallon plug & play rotomolded spa with an ozone system. I followed Waterbear’s bromine setup instructions. I filled the tub and adjusted the Ph and TA with Ph down. I then added Leisure Time BE Sodium Bromide, (1/2 oz per 100 gallons) to the tub and added 1/3 oz. Clorox shock (Sodium Dichloro-S-Triazinetrione) (which is what I had on hand because I use it in my pool) to activate the bromine. Waited a few hours. Bromine levels were a bit low but I let it go for a day to see what the ozone system would add to the equation. This morning I am at zero bromine according to my hth test kit. I added another ounce of sodium bromide and a few teaspoons of shock and test again this afternoon. Zero bromine and my Ph is up past 8 again. What am I doing wrong?

Also, the manufacturer says not to use a floater at all. Anyone know why this is? Is the tub just too small to handle even a little tiny floater?

I suspect that there was water left in the system from the factory wet test and it has contaminated your water.
I would recommend running an AhhSome treatment and refilling.
You could try a "super" shock treatment but if there is biofilm in your system that effort would be in vain.
