Just curious I'm sure they know what they are doing but why is the liner company going to cut out return jets and lights under the water? I thought the whole point of the liner is to stop water dripping behind it and onto the concrete. Wouldn't this let water sip behind it?

So they can get out any wrinkles and make sure the liner is in place and held flat by the water weight before making the cut. Any water leakage during the process will be minimal.

If they cut the holes out before adding the water, the weight of the water could stretch the liner such that the holed no longer align with the returns.
