New Build in Las Vegas - Is this normal for in floor cleaning?

We're currently in the post gunite step in our new build and we have in floor cleaning, and we're thinking that this isn't supposed to be the way it is.

Is our top stop normal, or did the PB screw up and make the top step pipe (for the infloor cleaning head) too short so the gunite people just cut a "U" in our step so it isnt covered?

Any help is greatly appreciated!

Have you asked your builder?

Likely the pipe was too short and it will be extended and the filled around with concrete prior to plaster.
