Level Frame, Lumpy Bottom?

Trying to put up a Summer Waves 14'x42" round metal frame pool. We will take it down at the end of the season. Our ground has a lot of undulations. I think I can get 12"x12" wood blocks level for all of the support poles by making some blocks a little thicker and burying the others a little deeper. There will still be some high and low spots within the frame perimeter, probably +/- 2-3". If I get the frame level, how will the pool tolerate lumpy ground under the liner?

I know the right way to do it is to the site to level with the lowest spot, but that's proving to be too difficult and costly, so I'm looking for alternatives.
 
Some lumpy ground within the pool interior should not be a problem, but make sure the whole perimeter is level not just the blocks. It's not good enough to level 18 blocks for the legs and call it a day. Ground prep is a lot of work but if you're close to level 14' should not be too difficult.
