Glycerin pressure gauge problem

I purchased a 30 psi glycerin pressure gauge one year ago, similar to the one in TFTestkits. The gauge reading now shows a bit past 30 psi when the pump is off or when it's not connected and climbs to zero with the pump on. Is there anyway this can be fixed?
If I need a new gauge, does it matter if it's for a side mount filter and the gauge is in a horizontal position?

Also, when adjusting the water flow to the returns, do I need to turn off the pump first?
 
With regards to the gauge, it may be faulty OR it may simply be a case of it having an inbuilt pressure differential caused by large temp swings (causes needle to move without any applied pressure) - Check to see if it has a small rubber stopper (usually on the top or rear of the gauge).

You want to try and position the small air bubble directly underneath the stopper - Then carefully prise the stopper open slightly to let the gauge's inside (dial) pressure equalise to the atmosphere.
 
Tap lighly with a wrench, you either have build up in the little hole causeing it not the spring return or the pressure inside the case is low/high than outside pressure. If there is a bleed valve on the guage bleed it.

Before you replace it you can take a drill bit and try to clean the hole, by hand
