Board repair isn't very common for pool equipment, so few folks here will have a ready answer. It's a pretty big ask for someone to try reading the text on a 18xx-size (or so) cap after tearing open their control box. You might try getting the data sheet for the time base chip and checking the sample circuit therein.
From the position, it may be just a noise suppressor. That's non-critical. Anything between .1 and 1 uf is probably fine. If it's a load capacitance for the crystal, it is pretty critical and will be only a few picofarads.
NB: It's pretty certain that a board with a SMD falling off has other problems. To wit, if it really is a noise suppressor, it's unlikely that losing it would kill the clock function completely. It could well be the chip is fried and/or several board traces are compromised.
