first time draining for cleaning and maintenance

Hello group,

This is my 4th summer with this this pool build in the late 80's. This is the first season I have decided to drain the pool for cleaning, maintenance including a new hydrostatic valve. A couple of things to ask about.

Any reason there would be a rubber plug in the main drain where the hydrostatic valve should be located? Everything I have read says in a gunite pool the valve is mandatory.

Second, with the water now out of the way, it looks like the previous owners may have painted the pool. Or maybe trowel marks look like paint roller marks. As a quick test I put a little muratic acid in a corner at it turned foamy yellow fairly quickly. I rinsed and neutralized. Does that mean it is not paint but rather the gunite?

I do want to clean the surface but not acid wash it and pit the surface. I really cannot afford the re-plaster route at this time and I don't want to paint and cause problems for a re-plaster job. So I'd just like to clean and refill. Thinking of using non-chlorine bleach like OxyClean or Chlorox Oxy Magic. Much less harsh on the surface, me and the environment. Any thoughts on that?

Then a good rinse, refill and targeting good chemistry.
