The problem I had sounds similar. The white swivel part has 3 pins inside that are spring loaded and one of them gets stuck, I got one more season out of it by unscrewing the top off the white swivel and messing with the gold pins but then it just could not be brought back. I cut out the section and wired it together with some water tight shrink wrap but even that only lasted a couple weeks before it quit again. Hope this helps.
