CYA level of 60 both recommended minimum and too low?

This is a screenshot from one of the pages on this site that gives a mixed message. If the recommended CYA level is 60-90 then why is a CYA level of 60 not recommended? Should the threshold on the warning be reduced to 59 or a bit lower?

This was brought to our attention previously, but the fix involves a system update and will take a minute.

Personally, I like the error because it makes people stop and think, which is really our MO. Every reccomendation is only that, and may or may not apply. A 60 CYA can work fine for you and me, but be an epic fail in TX or AZ.
