Concrete steps added to a vinyl liner pool- do we need a footer for the concrete?

I am adding concrete steps to an I ground vinyl liner pool. At the shallow end the depth is 40 inches to the coping. We’re going to be adding three steps and it’s a Grecian style pool and the steps will be fairly long about 16 feet for the fist one. But what we don’t know is if we need a footer for the concrete steps to prevent movement. Also, should it be attached to the metal wall or not. We live in New Jersey.
