Concrete deck around pool skimmer (vinyl liner pool)

I am looking for details on if concrete should go all around the skimmer or if I should pack around the skimmer with sand before pouring concrete. All the info I find is about concrete pools.

The attached photo is where I am at- formed for a 6” pour with 1/2” bar. The concrete is only 20” wide and will meet up to paver patio all the way around.

The skimmer is an area of common problems if it shifts or the pipe moves to it. You want to secure this as much as possible in the build to try to avoid problems later.

What is your decking going to be? If cement decking you may have to cut it open to repair future problems. Tile decking is easier on problems as you can dig it up-fix-relay tile.

Sand shifts. Concrete usually doesn't.
