Closing off skimmer

I have a 22,000 gallon pool with the skimmer at each end.. the skimmer at the deep end is plumbed with the main drain... that skimmer has been replaced, but due to the soil being unstable, it has separated twice.. in order to stabilize the soil they want to charge me $18,000... therefore I'm wondering if there is a way to just close that skimmer off and only have the one?
 
First of all, I'd get more estimates on addressing the issue - not sure why major excavation would be necessary(?) Secondly, you can get a lot of skimmer repairs for $18,000! Finally, with a main drain and a single skimmer, you may get poorer surface cleaning ("skimming") but, again, is that worth $18,000 to you? Your pool should be OK without the second skimmer.
