Cleaning cylinders and spoons

Hi, I've been meaning to ask this for a long time, but always forget.

My TF100 chlorine only cylinder and blue spoon have become very discoloured with a black residue. It makes it very hard to see what colour the sample is.

Whats the best way to clean it off?

I've read somewhere that muriatic acid is the way to go - but I don't have any of that & I don't even know if its purchasable in the UK...

I'd rather not buy a whole bottle of something, for a one off use, if there's a good substitute? I have loads of 15% bleach. Will that work?
