Bottom track level

We have a 10 year old pool we put up ourselves 10 years ago. 21 foot round with a metal wall. We moved and brought the pool with us. We tried putting it up once and had to take it down to start over. We're having a very hard time getting level. My question first is what is the diameter of the track for a 21 foot round pool? And second, once we finally get level should we put up the walls then sand inside or sand first then the walls around? We have a foam cove and all the pieces for the pool.
 
We moved and brought the pool with us. 21 foot above ground metal sided, 10 years old. We're struggling with getting the ground level. We don't know how round the bottom track should be to start and we are struggling with severely rocky ground and getting it level. We also need to know if we put the walls up first then spread sand until level inside the walls or does the bottom get spread first then the walls? We do have a foam cove and all the original parts and pieces.
