Black marks on vinyl

We successfully shocked the algae from our pool this spring but now there are black tar looking marks on the vinyl. Is this related to the algae and/or treatment? Do you have suggestions for removing it? A brush is not doing the job.

Mr Clean Magic Eraser. It's probably oil from sunscreen. To prevent it in the future, buy a scum ball.
