Bits of blue plastic?

Can anyone identify what these bits of blue are? More and more of them have been floating around in the spa. They feel like crinkly thin plastic, like somehow a blue grocery store bag got in there and has been decomposing. But I don't think that is likely. Thanks!

I know this is super old so it’ll probably go unread but I’m gonna shoot my shot. Did you ever find out the issue? We have this EXACT problem and this is the only post I’ve located with the same exact thing we are finding!!

Do you have a solar cover on the spa? Could be the cover losing bits as it breaks down.
