An interesting water fall problem

The waterfall from SPA to the pool barely flows while the pressure gauge reading is normal. I have a concern as the water flow rate for the SPA may not be sufficient. Interestingly, if I splash in the spa to help push more water a bit into the pool, or, a strong wind blows and excites a bit more water into the pool, the waterfall then becomes very large and keeps constant by itself without any more external excitation.

Any idea?

Are you sure your water level is high enough?

Have you messed with any valves on the filter equipment side of things? Sounds like you just need to divert flow from the pool to spa, putting it in "fill mode".

A couple of pictures might help show what you are describing. What is the filter pressure and is it changing at all?
