Shopvac Question For Liner Install

I have an Esther Williams round pool that I am replacing the liner on. I tried using a shopvac to suction the air behind the liner out, but it didn't do anything. (Yes, I did seal up the skimmer and return holes.) Now, these pools are constructed of interlocking slats, so my question is whether or not the shopvac technique will work because of that. Anyone ever have any luck using a shopvac with EW or JW pools?
 
If the interlocking slats aren't fairly well sealed, then the shop vac is going to have a hard time pulling a vacuum on the liner. Also keep in mind that you're removing a lot of air in the beginning, so it's going to take a while for the liner to start conforming to the shell.
