One further update in case anyone else encounters a similar question in the future.
Once I passed the OCLT tests, I deep cleaned the sand filter. Got a LOT of gunk out of there for sure. The hardest part BY FAR was simply the PITA factor to unscrew and re-screw the gazillion screws between the top and bottom portions of the filter casing.
This resulted in a nominal improvement in the pressure: normal pump pressure when on high is now 18 psi rather than 20 psi. Since all appears fine otherwise I will accept this as the new normal for this new pump.
