Kreepy krauly doesn't start

I replaced the pleated seal and the regulated valve on my kreepy krauly but it still doesn't start. How can I check the only moving piece in the unit. There seems to be plenty of suction. Could the thing that flops back and fourth be worn out?
This is driving me crazy. Please HELP.
