Help with wiring a new Hayward SWG from timer

I have added the wire to the timer for connecting to the SWG

Green: I'm guessing this is groud
White: When I touch this and the green wire I get 120 volts
Black: When I touch this and the green wire I get 120 volts

When I touch the White and Black with a voltmeter I get zero. Does this mean when I connect it to the SWG this configuration is a 240v or 120v?
 
Something is not wired correctly. Where are these wires coming from? Can you add some pictures.

White should not have power as it is usually the neutral for a 115V circuit ... unless if has been wrapped in tape to mark it as hot.
And if you are measuring 0V between the white and black, that means they are the same phase and will not supply 230V.

Something is not correct somewhere along the circuit(s).
