There is no clear cut off temperature. When the water is colder the white cloudiness takes longer to develop. If you move along too quickly at colder temperatures the sample might not get as cloudy as it will eventually get by the time you take the reading. While if you wait a little extra for the cloudiness to form you will get a correct result.
