Side Suction Pipe cut and capped at the pump

The side suction in the pool is plugged (threaded) and the pipe line is cut and capped at the pool pump.

I do not know if this was done because there was a leak or not. If there is a leak - If I tape off the pool level and remove the cap will water leak out? Or will the leak only become obvious if I reconnect the cut pipe to the pump and pull water through?

I'm not sure I understand what you're saying.
How, and why, are you taping off the pool level?

If it was a leak and you want to unplug the suction to see if it leaks, that may do it. Depending on how bad the leak was as to whether it works or not.

Yes, if you unplug it and mark the level, you should be able to see if it leaks.

Not at all unusual to install the plumbing for a cleaner that way for adding a cleaner in the future. It may have never been used.
