Is it normal for my FC to stay very high > 5-10 range, im down to 10% on SWG

Use the FAS-DPD tester. The color block is useless above about 3. I find anything from 4-7 looks like 5 to me, and it really doesn't noticeably look more school bus yellow than canary yellow until it's past 10.
You could be losing 2 ppm and adding 1 ppm vua SWG and it will all look the same.
