How many pool builders block up pools?

just curious as most builders around town do block up the shell then shoot gunite.

heard block can crack and cause leaks later on.

seen some blocked up steps have leaking problems. water leaks into the back of the steps and rusts the rebar.

just asking. I'm not a builder but was interested in knowing the proper way to construct a pool. Thanks!

my pool built last year used blocks (broken up pieces of a cinder block) to hold the rebar off the dirt on the floor, but the steps are 100% gunite, no rebar. i always wondered why they did that.

they use block like they are building a house. its cement blocks.
