Aquapure 1400 makes too much chlorine

I am in SW Florida and have a 24000 gallon in ground pool and have a 4 year old Aquapure 1400.
During winter months, I have it heated and covered.
Lately I am noticing that my water check shows too much Chlorine.
I had it tested locally and they confirmed high chlorine.

I only had chlorine generation set to 15% so I put the SWG to 00 to lower the Chlorine.
It has been over 5 days now and i do not see much reduction in the chlorine levels.

Is it possible that the aquapure can keep generating chlorine even when the setting is set to 0% ?

Is there some way to check if the unit is making chlorine or not?
 
Is it still covered? With a cover on you should not be losing much chlorine. You may need to take the cover off to let the sun and air help the chlorine to drop down faster.
 
What test kit are you using to check the chlorine?
What was the number in ppm of the FC?

The swcg won't make chlorine at zero percent. You could have had high FC and it's just not coming down due to being covered as Anona said.
