Why is there a lip on the coping in these 2 pics. Was that desired??

That was probably done to prevent surface water from flowing into the pool bringing dirt with it. Same for splash out water flowing back in bringing dirt off the deck.

Yep. Its not as pronounced as it appears in the photos you referenced though. In those pics the concrete was a little damp right around the edge as I'd just hosed off the deck and the concrete seems to dry / change color back to dry looking slower at the lip.
