It is over 2/3 full of sand...is it possible to get to much and that cause a return sand problem in the pool?

absolutely. Go online and get the manufacturers specs if the filter is not marked. If you have no mechanical issues, then you have probably overfilled and it will sort itself out.

Thanks...so when I vacumn the sand out do I put the filter on waste to vac....

I am still vacuming the pool on waste and adding more water...this is getting old...lol...I am ready to buy a new filter...
