11kw Electric heater and Pebble Tec spa

I am building a pool in central Texas and our electrify is cheap .7, and we are on propane which is very expensive. I need the pool water warm for health rasons and was thinking I could use a heat pump to get the water warm, and then use an electric spa heater to get the spa hot. My builder does think the 11kw electric heater will not able to heat the pebble Tec spa, because it's not insulated well. Is this true? He wants to put a propane heater to heat he spa. Thanks for an input.
 
The heat pump can do both but the spa might take 1 to 2 hours to heat up, and thats at 125K BTUs with ideal conditions.

Just for a reference, a 450 gallon portable spa typically has a 5K heater and will take about 8 hours to go from 75 to 100, covered. Uncovered, evaporation will cause a significant loss of heat energy.

1 BTU is the amount of energy to heat 1 pound of water one degree F.
There are 8.34 pounds per gallon.
1 kW is 3,413 BTUs.

What do you suppose an 11K heater element will do now?
