Neighbor's pool pump motor humming...

I'm babysitting his pool while they're on vacation.

Pump will not start. When I tried, it gets hot and trips the circuit breaker. I opened it up and took out the strainer basket so I could reach in to turn the impeller. It turns by hand, but when I closed it back up and tried again, the motor still just hums.

Suggestions?
 
If it's getting hot and tripping it sounds like the thermal overload, the fans that cool the motor could be blocked or broken, the motor could also be shot.

if it's not overheating and just hums and trips it could be the capacitor, rusty contact switch, etc.
