patio blocks on foam

I am installing 18x52 round pool on a compacted 1/4 down gravel pad (it's like concrete ) I am also putting pink insulation sheets on top of the pad and then my pool on top.my question is how do I install my patio blocks for leg support..
1 on the insulatatio sheet
2 cut a block size hole in the sheet and insert the block and does the block have to be level with the sheet or stick out 1" because of the gravel turned concrete.

Ideally you want the blocks to be the same height as the foam.

Sad but true. Need to notch the foam and chisel out the packed gravel beneath.
