Ok with that information I believe he is making the assessment that the amount of time to repair the surface to make it smooth for a smooth AB finish is going to exceed the cost of a complete plaster refinish. Therefore he said you need to replaster. Whatever blemish you have in the original surface that you don't repair or refinish prior to any of the ecoFinish process will be magnified by ecoFinish.
The AB installer is IMHO the expert at this point, he has seen first hand what he is trying to make into a beautiful finish. I have to take for granted he has your best interest at heart for doing the best job possible for a reasonable price, while still making a living for himself and his employees.
