Absolutely. Make sure they are clean and dry and gorilla tape away. Triple tape all the seams. You'll be so glad you did it. I used foam panels and love the smooth bottom. And those would definitely hold up just fine since they hold up to the horses weight and hooves.
Yes a level bottom is great. But actually the most important part is that the paver blocks placed under each leg aren't more than 1 inch out-of level with each other all the way around.
