Hole In Exterior Wall (HELP!)

Hi everyone,
We had a hole in our liner replaced in the off-season by having a piece of metal flashing welded on the inside of the pool wall. They then put on a layer of wall foam and replaced the liner (beaded liner). However, they didn't patch the hole that formed on the exterior wall due to the prior leak.

We recently noticed new rust near the same spot on the exterior wall, and see water pooling inside of the hole on the exterior wall.

We called the pool guys back and they told us it might be from water getting over the beaded liner (getting trapped behind the wall exterior wall) and getting stuck in the hole we see. He told us to epoxy / caulk the hole and cover with the duct tape you use on metal.

However, if water is getting behind the beaded liner and is getting behind the flashing, wouldn't that just eventually rust around the caulk / epoxy?

Should water even be getting out of the pool behind the beaded liner and stuck behind the wall?

Any thoughts?

In our pool, water sometimes pours OVER the wall when the kids get rambunctious. If you have a hole on the outside wall, over flowing water is going to be able to get in between the wall and the new flashing you had installed. Sounds like the advice from the pool guy would fix the problem...and should have been done by them when they did the repair. This is my best guess without a picture of the hole.
