    The reason they won't do a dye test is because they don't want to get in the cold water. Do you know anyone with a dry suit? If so, have them do the test for you. Otherwise, wait until the water warms up where you or the pool builder can stand it.

    You need to shut off the inlet and outlet valves to the spa. Not sure, but I think letting water sit and not fully cover the plaster is bad and may cause a ring.

    They put one hose in the spa but watched it so that it got up to the tile, but did not overflow. Overflowing into the pool would probably be bad until there is enough water in the pool to keep the overflow from hitting the plaster.

    Electrical Question
