LOL, I figured out there are actually 3 hands. There was a thin black hand that was hidden behind the blue hand. My guess is that the red hand is the "danger" area that you don't want it to get to. I backwashed it again and let it run for a good little while and the black hand went to 27/28.

I am sorry for the delay in responding. I backwashed the pool and I don't see the leaking from the housing closure clamp. I am not sure if the tape or putty will work on the drain plug, it's not breaking on the threads, but on the top of the plug near where you hold it to screw it closed...
